Electors approve UGVPCD listing of Spotted Lanternfly

This photo was released by the United States Department of Agriculture: The Spotted Lanternfly (Lycorma delicatula) is an invasive planthopper with a wide range of hosts, including fruit trees, grapevines, hardwoods, and ornamentals.


The Board of Mesa County Commissioners adopted a resolution certifying the approval by the electors of the Upper Grand Valley Pest Control District to add the Spotted Lanternfly, Lycorma Delicatula, to the list of controlled pests in the District. 

The resolution states:

"WHEREAS, the Board of Mesa County Commissioners (the Board) has received the ballots from the electors of the Upper Grand Valley Pest Control District (the District) voting on whether to add the Spotted Lanternfly, Lycorma delicatula, the list of insects to be controlled within the District; and

WHEREAS, the Board has determined that 407 electors have voted to add the Spotted Lanternfly, Lycorma delicatula, to the list of controlled pests in the District; and 12 electors have voted not to add the Spotted Lanternfly, Lycorma delicatula, to the list of controlled pests in the District, showing that more than 51% of the voting landowners and lessees in the District approve the additional pest to be controlled; and

WHEREAS, on February 1, 2021, a ballot with the question whether the Spotted Lanternfly, Lycorma delicatula, should be added to the list of controlled pests was mailed to all landowners and lessees of the District as defined in Section 35-5-101, et. seq. Ballots were returned within 10 days and counted by the Mesa County Elections Department."

Election Summary Report for the Upper Grand Valley Pest Control District

Landowners of five or more acres inside the Upper Grand Valley Pest Control District were given ballots and the opportunity to vote on whether the Spotted Lanternfly should be listed in the District. Ballots closed on Thursday, Feb. 11, at 5 p.m., and the Spotted Lanternfly ballot initiative passed. 

Today, the Mesa County Commissioners certified the elector's approval to allow the insect species to be regulated in the district at no additional cost to landowners.
