Douglas Wash Design Project

On Monday, Feb. 22, Mesa County Commissioners approved a $491,952.16 agreement with Bohannan Hutson Inc. for Phase I of the Douglas Wash Design Project.

Douglas Wash is a drainage basin that causes flooding, which originates from the Bookcliffs, crosses the interstate, and then inundates residential structures, farmland and overwhelms existing culverts and drainages. The sheet flow from precipitation events that originate from the Bookcliffs also carries a substantial amount of mud and debris. 

The goals of this project are as follows: 
  • Complete field survey and Subsurface Utility Engineering (SUE) investigation
  • Conduct a Geotechnical Analysis
  • Perform a Value Engineering Study
  • Design analysis to support the Benefit-Cost Analysis (BCA) to provide to Federal Emergency Management Agency (FEMA) for the next phase
  • Begin permitting with Colorado Department of Public Health and Environment (CDPHE), United States Army Corps of Engineers (USACE), and Bureau of Land Management (BLM)
  • Apply to FEMA for a grant to complete Phase II, which is the complete design for construction if awarded

Mesa County was awarded a $200,000 Pre-Disaster Mitigation (PDM) grant on Sept. 25, 2020, to support this phase, which will verify this project's viability and help support additional FEMA funding.
