The Board supports the Taxpayer’s Bill of Rights (TABOR) and will ask voters for flexibility in how they fund TABOR refunds. This will not affect the amount of the TABOR refund to citizens.
While only 55% of the revenues subject to the TABOR limit in 2021 came from General Fund revenues, 100% of the refund must come from the General Fund, which means without the ability to spend funds from the Mesa County Capital Fund, Mesa County will be required to use monies in the General Fund, which impacts the county’s ability to maintain existing service levels to the general public while also reducing reserves.
