2022 brings new meeting days and times for Commissioners

At the first public hearing of 2022, the Board of Mesa County Commissioners adopted a resolution designating where notices and meeting agendas will be posted, established county office hours and holidays, and set the dates and locations of Commissioners’ meetings for the year.

Notice of all meetings at which any county business is conducted, including all regular and special meetings, will be posted on the Mesa County website no less than 24 hours before the holding of the meeting, with a courtesy copy displayed the east entrance kiosk located at the old Mesa County Courthouse, 544 Rood Ave.

Office Hours: Unless otherwise modified for reasons related to COVID-19 precautions, the regular office hours of Mesa County administrative offices shall be 8 a.m. to 5 p.m., Monday through Friday, subject to official county-designated holidays. Other Mesa County elected officials have designated the following office hours, also subject to COVID- 19, holiday, and other closures:
  • County Assessor: 8 a.m. to 5 p.m., Monday through Friday;
  • County Clerk and Recorder: 8:30 a.m. to 4:30 p.m., Monday through Friday;
  • County Coroner: 24 hours a day, Sunday – Saturday (please contact for an appointment);
  • County Sheriff: Lobby hours 8 a.m. to 4 p.m., Monday through Friday;
  • County Surveyor: By appointment only;
  • County Treasurer: 8:30 a.m. to 4:30 p.m., Monday through Friday;
Official County Holidays: The Board has designated the following dates as official holidays in 2022:
  • January 1, 2022 – New Year’s Day (Observed December 31, 2021)
  • January 17, 2022 – Martin Luther King Day
  • February 21, 2022 - Presidents Day
  • May 30, 2022 - Memorial Day
  • June 20, 2022 - Juneteenth
  • July 4, 2022 - Independence Day
  • September 5, 2022 - Labor Day
  • November 11, 2022- Veterans Day
  • November 24, 2022 - Thanksgiving Day
  • November 25, 2022 - Day After Thanksgiving
  • December 26, 2022 – Day After Christmas
Board of County Commissioner Meetings: Per the Colorado Open Meetings Law, C.R.S. § 24-6-401, et seq., the Board meets on the following dates and in the following manners:

Administrative Public Hearing: The Board conducts the county's regular administrative and official business at 9 a.m. each Tuesday of each month in the Public Hearing Room at the old Mesa County Courthouse, 544 Rood Ave. From time to time, the Board conducts such business at specially designated and properly noticed "remote'' locations. When the designated meeting day falls on an official county holiday, the meeting will be held on the next regular county business day. If there is insufficient business to warrant a meeting of the Board, such meeting may be canceled upon a majority vote of the Board at a regularly-scheduled meeting. Changes to or cancellations of Administrative Public Meetings will be posted on the county's website.

Land Use Hearing: The Board conducts the county’s land use business at 9 a.m. each Wednesday of the month in the Public Hearing Room at the old Mesa County Courthouse, 544 Rood Ave. When the designated meeting day falls on an official county holiday, the meeting will be held on the next regular County business day. If there is insufficient business to warrant a meeting of the Board, such meeting may be canceled upon a majority vote of the Board at a regularly-scheduled meeting. Changes to or cancellations of Land Use Meetings will be posted on the county's website.

Special Meetings: Upon prior notification to the entire Board, the Chair may call a special meeting of the Board. A special meeting is one in which county business may be conducted. The Chair shall designate the manner and location of any special meeting. At a special meeting, the Board may adopt any proposed policy, position, resolution, rule, or regulation or take other formal action. Accordingly, minutes of the special meeting shall be kept. 

Work Sessions/Briefing Meetings: The Board conducts work sessions or briefing meetings with county staff or other entities each Monday at 1:30 p.m. unless noticed otherwise, in the Commissioners Board Room at the old Mesa County Courthouse, 544 Rood Ave. The purpose of a work session/briefing meeting is to share information with the Board and, often, to receive feedback, guidance, or direction from the Board. The Board does not and will not adopt any proposed policy, position, resolution, rule or regulation, or take any other formal action at a work session/briefing meeting. Public comment will not be taken during this meeting. Accordingly, official minutes of work sessions are not kept.

Day-to-Day Oversight and Supervision: From time to time throughout the year, two or more commissioners may meet to discuss day-to-day oversight of county property and/or supervision of employees. Such meetings are authorized by C.R.S. § 24-6- 402(2)(f), and prior notice may not be posted. No policies, positions, resolutions, rules, or regulations are adopted at day-to-day business meetings, nor is any formal action taken. Accordingly, no official minutes of day-to-day business meetings are kept.

Emergency Meetings: Upon prior notice to the entire Board, the Chair may call an emergency meeting of the Board. The Chair shall designate the manner and location of the emergency meeting. If an emergency or extraordinary circumstances exist such that it would be contrary to the public interest to publish prior written notice of an emergency meeting, the Chair may authorize the meeting to commence without publication of notice as defined above. At the commencement of an emergency meeting, a majority of the Board shall affirm that the meeting is necessary to preserve the health, welfare, and safety of Mesa County, Colorado residents. Minutes of any emergency meeting shall be taken. Any Board action taken at an emergency meeting shall be ratified by appropriate Board action at the next regularly scheduled meeting of the Board.

By law, the Board is required to designate the public place where it will post notice of any public meetings or hearings and is also required to establish the county’s office hours by days and hours, including an annual holiday schedule for all offices annually.
